The AFSA is grounded in the Guidelines for Safe Pool Operation (GSPO), which outline the essential standards for managing aquatic facilities safely. For pool owners and operators, it is a way to ensure that their facility is being managed in line with current expectations and standards. Failure to meet reasonable standards in the provision of a safe environment for the public may in some instances carry significant penalties. The AFSA question set determines compliance against the Guidelines for Safe Pool Operations (GSPO) and relevant State and National regulations and Legislation. The assessment enables the development of a detailed report and safety improvement plan. The safety improvement plan lists the level of risk associated with each non-compliance, the applicable guideline or legislative reference and provides comprehensive recommendations to address the respective issues. This includes minimising the risk of drowning, injury and illness for patrons undertaking swimming and recreational pursuits. One of the most valuable tools to improve the operation of a facility is to develop and implement operational policies and procedures. Operational policies and procedures provide a framework in which decisions can be made and implemented. If written correctly, they should guide someone unfamiliar to the facility through the day-to-day procedures and provide a valuable resource to support continuous operation. Royal Life Saving can work with the owners and operators of aquatic facilities to ensure effective systems are well-documented and implemented for the safe operation of aquatic facilities. However, the use of any water body introduces a level of risk to the public. Inland waterways are the most prominent location for unintentional fatal drownings to occur in Australia. Twenty-eight percent of drownings involved swimming and recreation, 13% involved boating and 13% involved an unintentional fall into water. Royal Life Saving in consultation with an extensive range of land and water authorities has developed these Guidelines for Inland Waterway Safety in response to that risk. The Guidelines provide practical guidance to assist inland waterway owners and operators as well as statutory authorities to determine how best to manage the risk of drowning and serious injury resulting from the use of or access to inland waterways and their waterfronts.
