Understanding the Context

Adults represent the largest demographic participating in boating, fishing, paddling, swimming and recreational water use. Many adults overestimate their swimming ability or underestimate environmental risks, especially in rivers, beaches and coastal environments. Alcohol, fatigue, medical conditions and distraction contribute significantly to drowning incidents, particularly in males and people participating alone.
